Effect Pedal Velcro

Why do people use the rough side of velcro on effect pedals?
Why do people use the rough side of velcro on effect pedals even though it sticks to stuff, especially carpet, when not on a pedalboard?
I did my board/pedals the other way around, with the rough on the board and the soft side on the pedals. It seems much more practical, especially since my room where I keep my board is carpeted.
Why would anyone do it this way (and everybody does!!!)???

The idea of the velcro is to hold the pedal in place. That is why you use the rough side. It holds the pedal in place. Yes, the pedal will stick to stuff. That is why you put the velcro on there. You do not want the pedal moving around while you are playing.
